FAA's HR&A Study: Tax Discounts are a Critical Tool for Solving Florida's Affordable Housing Crisis
A study commissioned by the Florida Apartment Association (FAA) finds property tax discounts will increase affordable housing stock and spur economic growth across Florida.

The FAA study finds a 25% tax discount for participating housing providers in the Miami area, for example, could enable an average of 1,250 affordable apartments per year for residents earning up to 60% of the area median household income, roughly $48,840. As a result, the Miami area would see approximately 424 new jobs, $20 million in increased earnings, and $52 million in increased economic activity annually.

The FAA study provides additional evidence in support of state legislation to authorize these types of local tax discounts. Two bills — SB 674 (Ana Maria Rodriguez, R-39) and HB 563 (Anthony Rodriguez, R-118) — were introduced during this year’s Legislative Session and likely will be introduced again in 2022. The study is based on an analysis of multifamily housing development and demographic data across four metropolitan areas in Florida. For each region, HR&A estimated the initial, direct, indirect, and induced impacts of increased discretionary household income through rent savings, as well as the one-time construction impacts. FAA Welcomes New Local Government Affairs Manager
The Florida Apartment Association is proud to welcome Johnmichael Fernandez as the association’s local government affairs manager. In this role, Fernandez will assist in the development, coordination, and implementation of local government relations efforts on behalf of FAA and four local affiliates: FCAA, NCFAA, SCAA, and SWFAA.

Fernandez graduated from the University of Central Florida with a bachelor’s degree in political science. Prior to joining the FAA team, Fernandez served as a government affairs coordinator for the Osceola County Association of Realtors, where he was responsible for coordinating local advocacy activities. His knowledge of housing-related policy issues and passion for association advocacy will be a great asset to the FAA and the Florida rental housing industry.

"Some property owners have had to navigate patchworks of assistance programs from around the state, said Amanda White, government affairs director for the Florida Apartment Association. "'This involved learning the varying application processes for dozens of programs and communicating program details to residents,"' said White, who said the association has used webinars, email blasts and other tools to try to educate landlords."

NAA has filed a lawsuit against the federal government seeking $26.6 billion in damages for rental housing providers who have suffered under the U.S. Centers for Disease Control and Prevention’s (CDC) unlawful federal eviction moratorium. More information can be found here.
During the pandemic, it seemed like many strategies for generating leads and converting residents changed. Many of those lessons learned are here for the long term...
